According to the U.S. Fish and Wildlife Service, a Tuscarawas County man was the subject of a multistate investigation after the Ohio Department of Natural Resources’ Wildlife Division received a number of complaints alleging that 21-year-old Carter Hickey violated Ohio wildlife laws.
