Robert Spencer, 54, and Stephen Tate, 41, were both booked into the Mahoning County jail on a charge of receiving stolen property, a fourth-degree felony, after they were found just after 12 p.m. at a pawn shop at East Midlothian Boulevard and South Avenue.
