U.S. authorities reported that the network’s “modus operandi” involved Garza Pacheco traveling from Mexico to San Antonio through the Eagle Pass port of entry , and then after acquiring the weapons north of the border, smuggling the firearms back into Mexico concealed in his vehicle.
