New Waterford man jailed on 3 felonies after accusations he harassed his ex, fled from police

Ryan Kost, 28, was arraigned Monday in Columbiana County Municipal Court on second-degree felony charges of kidnapping and burglary and a fourth-degree felony charge of failure to comply with the order signal of a police officer.
